Requires insurers, managed care organizations, and preferred provider networks to maintain accurate, current lists of in-network health care providers and facilities in machine-readable format, including provider names, addresses, phone numbers, hospital privileges, specialties, board certifications, and languages spoken (effective October 1, 2016).

Establishes pregnancy as a qualifying event for special enrollment periods in both small employer health plans and individual health insurance policies, allowing pregnant individuals to enroll at any time after pregnancy is certified by a licensed physician or advanced practice registered nurse, with coverage effective the first of the month in which certification is received (effective January 1, 2017).

Requires health care centers, hospital service corporations, and medical service corporations to comply with the same special enrollment period requirements for pregnant individuals as established for insurers offering small employer and individual health plans (effective January 1, 2017).

Mandates that provider networks maintain adequacy consistent with National Committee for Quality Assurance (NCQA) or URAC standards.
