Prohibits health insurers, health care centers, fraternal benefit societies, hospital service corporations, and medical service corporations from restricting or reducing coverage for insureds diagnosed with a terminal condition.

Applies to covered services, treatments, prescription drugs, and devices that are consistent with best practices, prescribed as medically appropriate by a treating health care provider, or supported by peer-reviewed medical literature recognized by the relevant medical community.

Defines "terminal condition" as an incurable or irreversible disease, illness, or medical condition expected to result in death within 24 months or less as diagnosed by a physician.

Takes effect October 1, 2016.
