Excludes student performance data on the state-wide mastery examination from being used as a multiple indicator of student academic growth in teacher evaluations for school years beginning July 1, 2016, and thereafter.

Requires the State Board of Education to revise teacher evaluation guidelines and model programs by August 1, 2016, to remove mastery examination performance data and may adjust the weight given to other student academic growth indicators.

Changes the deadline for local and regional boards of education to adopt and implement teacher evaluation programs from September 1, 2013, to September 1, 2016.

Maintains use of four performance evaluation designators (Exemplary, Proficient, Developing, and Below Standard) and requires consideration of control factors like student characteristics, attendance, and mobility that may influence teacher ratings.
