Establishes a task force to review, streamline, and align state policies relating to school climate, bullying, school safety, and social-emotional learning.

Task force shall examine how local and regional boards of education are implementing safe school climate plans under Connecticut General Statutes section 10-222d and identify resulting issues.

Task force shall recommend school climate standards for boards of education and develop an accountability methodology using student survey results to assess effectiveness of safe school climate plans.

Membership includes education committee chairpersons, representatives from seven education associations, the Commissioner of Education, the executive director of the Commission on Children, and directors from University of Connecticut and Yale Center for Emotional Intelligence.

Task force must submit findings and recommendations to the education committee by January 1, 2017, and terminates upon submission of the report or January 1, 2017, whichever is later.
