Requires each technical high school to include a statement of staffing needs in its proposed operating budget submitted to the superintendent of the technical high school system (effective July 1, 2016)

Mandates the superintendent submit proposed budgets for the technical high school system to the State Board of Education, which shall review but not amend the budget before submission to the Secretary of the Office of Policy and Management

Requires the superintendent to communicate directly with the Secretary of the Office of Policy and Management regarding the creation or filling of staff positions included in the approved operating budget

Changes reporting recommendations from the State Board of Education to the technical high school system board regarding workforce development and program adequacy

Adds requirement for the superintendent to report information regarding staffing at each technical high school for the current academic year to joint standing committees of the General Assembly
