Extends Connecticut's bottle deposit ("Bottle Bill") to include wine and liquor containers, effective October 1, 2016.

Establishes a 15-cent deposit refund value for sparkling wine and champagne bottles, and at least 15 cents for wine and liquor bottles (compared to 5 cents for other beverages).

Increases the handling fee for beverage distributors to 5 cents per container for sparkling wine, champagne, wine, and liquor (compared to 1.5-2 cents for other beverages).

Directs unclaimed deposit balances from wine and liquor container sales to the Commissioner of Energy and Environmental Protection for transfer to the state parks maintenance, repair and improvement account.
