Requires railroad companies making pesticide applications to rights-of-way to provide notice to the Department of Energy and Environmental Protection and municipal chief elected officials or selectmen at least 21 days prior to application.

Mandates railroad companies publish notice of pesticide applications in newspapers with general circulation in affected municipalities at least 7 days before the application.

Requires railroad companies to file a vegetation management plan with the Department of Energy and Environmental Protection at least once every five years identifying target vegetation and management methods for the forthcoming five-year period.

Removes railroad companies from the general exemption that allows the state, municipalities, and pesticide application businesses to apply pesticides to rights-of-way without notice, making them subject to specific notice requirements.

Establishes a penalty of no more than $90 for violations of pesticide application notice provisions.
