Effective July 1, 2016, establishes a $10 million per year cap for virtual net metering credits and payments, apportioned to each electric distribution company based on consumer load

Limits municipal, state, and agricultural customer hosts and their designated beneficial accounts to a maximum of 40 percent of the $10 million annual dollar amount

Authorizes an additional $6 million per year specifically for municipal customer hosts that submitted interconnection applications and virtual net metering applications to an electric distribution company on or before April 13, 2016

Directs the Public Utilities Regulatory Authority to develop administrative processes and program specifications for virtual net metering credits and payments
