Employees or labor organizations can recover twice the full amount of unpaid wages plus attorney's fees in civil actions, or the full amount plus attorney's fees if the employer had good faith belief of compliance with wage laws.

Labor Commissioner can collect unpaid wages with interest, pursue legal action to recover twice the unpaid amount, and must notify the Commissioner of Consumer Protection of employers holding alcoholic liquor permits who commit wage violations.

Commissioner of Consumer Protection may suspend alcoholic liquor permits of employers found to have committed wage theft and cannot reinstate permits until the Labor Commissioner confirms compliance with wage and labor laws.

Department of Consumer Protection is prohibited from adopting or enforcing regulations that require English language proficiency as a condition for issuing alcoholic liquor permits to applicants.

All provisions take effect from passage of the act.
