Allows apprentices to satisfy a portion of the required 2,000 hours of work experience in apprenticeship agreements through prior work experience, as determined by the Labor Commissioner.

Requires the Labor Commissioner to adopt regulations under chapter 54 to implement procedures for crediting prior work experience toward apprenticeship hour requirements.

Defines "apprentice" and "apprentice agreement" to include provisions for prior work experience credit in addition to traditional on-the-job training hours.

Requires the Labor Commissioner to report legislative recommendations on implementing these provisions to the joint standing committee on labor by October 1, 2017.

Takes effect October 1, 2016, and amends section 31-22m of the general statutes.
