Requires state of Connecticut claims or liens under section 17b-93 to be recorded on municipal land records to be effective against other persons, effective October 1, 2016.

Prohibits recorded state liens from being effective against any holder of a prior recorded interest in land.

Amends section 17b-85 to clarify that the sale, assignment, transfer, encumbrance or other disposition of real property without commissioner consent shall not impair any title or interest in that real property.

Maintains existing requirements for persons receiving state benefits to notify the commissioner within ten days of obtaining property, wages, income or resources.

All provisions become effective October 1, 2016.
