Commissioner of Housing shall establish a three-year pilot program allowing eligible local housing authorities to report timely rent payments to national consumer credit bureaus for credit building purposes.

Program will operate in up to three distressed municipalities as defined in Connecticut General Statutes section 32-9p, with participating housing authorities receiving technical assistance for rent-reporting software implementation.

Local housing authority staff shall receive training and conduct educational briefings for tenants about the pilot program and its credit-building benefits.

Commissioner must establish program parameters and designate participating authorities by January 1, 2017, and submit status reports to the joint standing housing committee on July 1, 2017, January 1, 2018, and July 1, 2019.

Act takes effect October 1, 2016.
