Secretary of the Office of Policy and Management shall establish a two-year pilot program beginning January 1, 2017, in municipalities with populations over 100,000.

Program identifies residential water customers whose service was terminated in the previous 24 months due to late or unpaid bills and who have unpaid balances of $150 or more.

Secretary shall consider creating assistance programs that may include payment plans with small down payments, extended payment deadlines, financial counseling, or information on public assistance eligibility.

Programs may utilize private funding sources in consultation with municipalities and water companies.

Secretary must submit a report to the joint standing committees on findings and recommendations by the end of the pilot period.
