During a public drinking water supply emergency declared by the Commissioner of Public Health, water sales to residential consumers for essential use must be prioritized over sales to commercial water bottling companies exporting water out of state.

Water bottling companies licensed under section 21a-136 cannot be charged lower water rates than other consumers by any municipality or entity.

Water bottling companies licensed under section 21a-136 cannot be charged clean water project charge rates lower than the residential consumer clean water project charge rate in their municipality.

All three sections take effect upon passage of the act.
