Requires all municipal and volunteer fire departments to maintain pump and aerial components of fire apparatus in compliance with National Fire Protection Association standard 1911 for inspection, maintenance, and testing, effective October 1, 2016.

Modifies Section 14-19 of general statutes to allow the commissioner to register fire apparatus without charge for any regular or volunteer fire department or organized civil preparedness auxiliary fire company without requiring a prior request.

Authorizes the commissioner to issue certificate of registration and number plates bearing "fire apparatus" designation for registered motor vehicles, effective October 1, 2016.
