Establishes the Connect Connecticut grant program effective July 1, 2016, to fund citizen relationship management systems in municipalities for documenting and resolving nonemergency issues.

Authorizes the Secretary of the Office of Policy and Management to award grants to up to 20 municipalities per year (2017 and 2018), with each grant covering one-half of implementation costs or $10,000 maximum, whichever is less.

Allocates $250,000 annually for fiscal years 2017 and 2018 from the regional planning incentive account, with proportional reductions if grant requests exceed available funds.

Municipalities may apply for grants on or before January 15, 2017, in a form and manner prescribed by the Secretary of the Office of Policy and Management.

Amends section 4-66k to prioritize funding from the regional planning incentive account first to regional planning organizations, then to the Connect Connecticut grant program, and finally to the regional performance incentive program.
