Establishes a task force to study unmet legal needs of state residents in civil matters and examine the impact of lack of access to legal counsel on securing essential human needs

Task force comprises 27+ members including legislators, judges, law school deans, bar association representatives, legal aid organizations, and state officials appointed by various legislative leaders and the Chief Court Administrator

Requires all task force appointments to be made within 30 days of the effective date, with the first meeting scheduled within 60 days

Directs the task force to submit findings and recommendations to the judiciary committee by December 15, 2016, including mechanisms to increase access to justice and encourage pro bono service by attorneys

Task force automatically terminates upon submission of the report or December 15, 2016, whichever is later
