Allows family or household members subjected to threats, stalking, or patterns of threatening to apply to Superior Court for restraining orders, with hearings held within 14 days of application.

Requires application forms to ask applicants whether respondents hold firearm permits (pistol, revolver, long gun eligibility certificates, or ammunition certificates) or possess firearms or ammunition.

Permits applicants to request police officer service of process instead of regular service when respondent holds firearm permits or possesses firearms, with courts required to notify law enforcement within 2 hours of order issuance.

Shifts all costs of executing service of process to the Judicial Branch rather than charging applicants.

Requires court clerks to send copies of restraining orders to law enforcement agencies within 48 hours and, upon request, to schools or institutions of higher education where the victim is enrolled.
