Consent orders entered by the Commissioner of Energy and Environmental Protection cannot be modified or revoked without consent of the party to the order.

Remediation requirements and standards in consent orders concerning land parcels cannot be modified unless both the commissioner and the party agree to the modification.

The commissioner or any party to a consent order may seek declaratory and injunctive relief from Superior Court to resolve disputes concerning the terms, conditions, and compliance of the consent order.

These provisions apply retroactively to all consent orders entered before, on, or after the effective date of this section.

The act takes effect immediately upon passage and amends General Statutes Section 22a-6dd.
