Recognizes all marriages celebrated before the effective date under tribal marriage licenses at the Mashantucket Pequot or Mohegan reservations as valid in Connecticut, provided they are recognized by the respective tribes and not prohibited by state statute.

Amends section 46b-24 to clarify that marriages may be celebrated at the tribal reservations as exceptions to standard state marriage licensing requirements.

Establishes that tribal reservations are considered separate jurisdictions for marriage purposes, exempting them from Connecticut's standard marriage license and registration requirements.

Updates section 46b-28a to explicitly include tribal reservations as valid jurisdictions for recognizing marriages performed under tribal law.

Becomes effective upon passage for all three amended sections.
