Expands the definition of "privatization contract" to include any procurement contract entered into on or after July 1, 2016, where subsequent related services exceed $50,000 per year.

Requires state contracting agencies to provide written notice to collective bargaining agents at least 60 days before entering into or renewing a privatization contract, offering opportunity to discuss whether state employees could perform the work.

Mandates Attorney General approval for all privatization contracts and requires posting of all required certifications on the State Contracting Portal at least 30 days before contract execution.

For contracts over $1 million, requires agencies to provide a business case for privatization and, if no savings are identified, obtain written authorization from the Secretary of the Office of Policy and Management before proceeding.

Establishes staffing recommendations for the State Contracting Standards Board through the Auditors of Public Accounts and requires state agencies to designate liaisons to notify the board of privatization contracts valued over $50,000.
