State agencies shall pay vendors for contractual services and purchases of supplies, materials, and equipment by check or electronic direct deposit, unless the recipient requests otherwise.

Payments must be made to the recipient's account in a bank, Connecticut credit union, or federal credit union that has agreed to accept such payment.

The Commissioner of Administrative Services shall adopt regulations in accordance with chapter 54 to implement payment procedures and related procurement requirements.

All provisions take effect October 1, 2016, with amendments to Connecticut General Statutes sections 4a-50 and 4a-52.
