Requires persons subject to restraining or protective orders to transfer, deliver, or surrender all firearms and ammunition within two business days, with the Commissioner of Emergency Services and Public Protection providing written notice of compliance to the protected person within seven days.

Mandates that defendants entering supervised diversionary programs must transfer, deliver, or surrender any firearms or ammunition in accordance with firearm transfer laws prior to program acceptance.

Requires courts to provide written notice of accelerated rehabilitation program applications to crime victims by registered or certified mail, giving victims an opportunity to be heard on the application.

Requires peace officers to immediately notify identified crime victims of arrest details including the arrest date and time, arrestee's name, alleged crimes, bond information, release conditions, initial court appearance date and location.

Requires peace officers to present informational cards about victim services and rights to crime victims and refer them to the Office of Victim Services, with immunity provided for failure to do so.

All provisions effective October 1, 2016.
