Chairpersons of the Commission on Economic Competitiveness shall establish and convene a health data collaborative working group to examine digital infrastructure needs and opportunities in the health care, insurance, and research sectors.

Working group shall examine anticipated digital infrastructure needs including data centers and high-speed broadband networks, potential economic and employment benefits, and means to encourage private investment in such infrastructure.

Membership shall include representatives from insurance, health care, Connecticut Education Network, broadband providers, Connecticut Technology Council, bioscience industry, universities or research institutions, and the Consumer Counsel or designee; appointments required within 30 days of effective date.

First meeting must occur within 60 days of effective date, with monthly meetings thereafter until submission of final report.

Working group shall submit findings and recommendations to joint standing committees on commerce and technology by January 15, 2017, and shall terminate upon report submission or January 15, 2017, whichever is later.
