Repeals and replaces Section 18-98e of the 2016 Connecticut General Statutes, effective October 1, 2016.

Allows inmates sentenced for crimes committed after October 1, 1994 to earn up to 5 days per month in risk reduction credit toward sentence reduction, with exceptions for certain violent and sexual offenses and persistent dangerous felony/sexual offenders.

Inmates may earn risk reduction credit through adherence to offender accountability plans, participation in eligible programs, and good conduct, though good conduct alone is insufficient; the Commissioner of Correction may revoke earned credit for misconduct or refusal to participate in programs.

Risk reduction credits earned for conduct prior to July 1, 2011 shall be phased in by July 1, 2012; credits cannot be transferred to subsequent sentences or applied to mandatory minimum terms.

Requires the Commissioner of Correction to supervise in the community any former inmate who completes their sentence with an imposed term of imprisonment reduced by risk reduction credits and who was not sentenced to probation or special parole, for a period equal to the number of days their sentence was reduced.
