Allows municipalities to prescribe penalties for violations of ordinances regulating dirt bikes, all-terrain vehicles, and mini-motorcycles: up to $1,000 for first violation, $1,500 for second violation, and $2,000 for third or subsequent violation.

Permits municipalities with populations of 20,000 or more to seize and forfeit dirt bikes, all-terrain vehicles, or mini-motorcycles used in violation of municipal ordinances, subject to existing liens and security interests.

Protects innocent owners and lienholders from forfeiture if they did not know and could not reasonably know the vehicle was being used in violation of ordinances.

Requires forfeited vehicles to be sold at public auction by the municipality, with proceeds deposited into the municipal general fund.

Eliminates the requirement for written warnings before issuing citations for violations of ordinances regulating dirt bikes, all-terrain vehicles, or mini-motorcycles.
