Exempts body-worn recording equipment policies from collective bargaining requirements under Section 29-6d of the general statutes.

Directs the Connecticut Sentencing Commission to review costs associated with data retention for body-worn camera equipment by January 1, 2017.

Requires the commission's review to include actual retention costs for municipalities and the state, cost-benefit analysis of retention periods, and exploration of cost-saving methods such as cooperative purchasing plans and economies of scale.

Mandates the commission report findings and any recommendations for legislation to the joint standing committee with jurisdiction over judiciary matters.

Takes effect upon passage.
