Establishes a volunteer attorney program administered by the Judicial Branch's Chief Court Administrator, effective October 1, 2016, to provide free legal services to unrepresented individuals.

Requires volunteer attorneys admitted to Connecticut's bar in good standing to provide legal assistance including applications for restraining orders under section 46b-15 and civil protection orders under section 46b-16a.

Authorizes the Chief Court Administrator to establish professional experience requirements, training requirements, scope of legal services, and dates/times/locations for providing services.

Requires annual reports to the joint standing committee on judiciary matters by January 1, 2018, and each January thereafter, detailing the number of participating attorneys, volunteer hours, persons served, and program administration costs.
