Allows persons convicted of specific sexual offenses to petition the court for release from lifetime sex offender registration after complying with registration requirements for ten or more years, effective October 1, 2016.

Eligible petitioners must have a single conviction for sexual assault in the first degree with a victim under thirteen years old (if offender was not more than eight years older than victim) and no prior convictions for crimes against minors or nonviolent sexual offenses.

Court may grant petition if petitioner has fully complied with release terms, committed no subsequent crimes against minors or sexual offenses, and poses no risk to public safety; court may order risk assessment or evaluation before deciding.

Requires petitioner to notify the Office of Victim Services and Department of Correction Victim Services Unit of petition filing; victims who requested notification must be notified and may provide statements for court consideration.

Petitioners denied release may resubmit petition no earlier than five years after denial or appeal decision, whichever is later.
