Authorizes the Board of Regents to convey approximately 0.314 acres to Manchester at no cost for highway and traffic purposes, with reversion to the state if the land is not used as specified or ownership is transferred.

Amends the Southbury Training School land conveyance to allow a nonprofit lessee to sublease property to another entity for low-income senior housing development to enable state financing or federal tax credits, and clarifies that the Department of Developmental Services retains care and control of the land.

Authorizes the Commissioner of Developmental Services to exchange a parcel in Glastonbury (approximately 0.75 acres) with Carpionato Group, LLC for a fully accessible community living arrangement for up to six persons with intellectual disability, with a deadline of July 1, 2019.

Conveys the Shepherd Home and parcel in Middletown to the city for permanent supportive housing focused on veterans, with property reverting to the state if the intended use changes.

Authorizes land conveyances and leases in New Britain, Beacon Falls, Waterbury, Ridgefield, and New Haven for economic development, open space, and health care purposes, all subject to State Properties Review Board approval and reversion clauses if uses change.

Modifies housing assistance provisions to allow the Commissioner of Housing to transfer land to residents or authorize deed modifications if a nonprofit corporation cannot develop the property, limited to one location and expiring January 1, 2017.
