Bill Summary: SB 505 - An Act Concerning A Second Chance Society

• Extends juvenile court jurisdiction to young adults ages 18-20 through a phased implementation (18-19 starting July 1, 2017; 18-20 starting July 1, 2018; 18-21 starting July 1, 2019) to allow prosecution in juvenile rather than adult criminal courts.

• Establishes "young adult" as a new legal classification for persons age 18-20 charged with delinquent acts, with procedures for competency assessments, detention, transfer to adult court, and probation similar to juvenile offenders.

• Creates expanded bail and pretrial release provisions effective October 1, 2016, requiring courts to consider least restrictive conditions for misdemeanor offenses and establishing presumption of release with nonfinancial conditions.

• Establishes Juvenile Justice Policy and Oversight Committee to evaluate policies related to juvenile justice system expansion and recommend improvements regarding public safety, transparency, recidivism reduction, and services for youth.

• Creates Eyewitness Identification Task Force to study sequential lineup procedures and other eyewitness identification practices in criminal investigations and report findings by January 1, 2017.
