Calls upon U.S. Congress to repeal provisions of Public Law 110-329 and Public Law 112-74 that require the sale of Plum Island by the Department of Homeland Security and General Services Administration

Requests Congress designate Plum Island as a National Wildlife Refuge to permanently preserve its natural, cultural, and historic resources

Identifies Plum Island as habitat for over 200 bird species including federally endangered roseate tern and federally threatened piping plover, plus the largest winter seal haul-out site in southern New England

Notes 80 percent of Plum Island remains undeveloped with natural fields, forests, wetlands, and shoreline habitats recognized under the federal Clean Water Act and Coastal Barrier Resources Act

Directs Connecticut Senate and House clerks to send copies of the resolution to all members of the Connecticut congressional delegation
