Proposes adding Section 21 to Article First of the state constitution establishing citizen rights to clean air, pure water, freedom from excessive noise, and preservation of natural, scenic, historic, and esthetic environmental qualities.

Declares state public natural resources as common property of all citizens, including future generations, with the state serving as trustee responsible for conservation and maintenance.

Requires any disposition of state land or easements held for conservation purposes to be approved by a two-thirds vote of the General Assembly following a public hearing.

Mandates that funds from disposal of conserved land or easements be used to acquire replacement land or easements with equivalent conservation value.

Directs the proposed amendment to be presented to voters at the general election on November 8, 2016, with a specific ballot designation describing the three main provisions.
