Proposes a constitutional amendment adding Section 19 to Article III requiring the General Assembly to hold a public hearing before authorizing any state agency to sell, transfer, or dispose of real property or property interests

Mandates that any such sale, transfer, or disposition must be authorized by a separate General Assembly act limited solely to that transaction and passed by at least a two-thirds majority vote in each house

Exempts transfers of state property between state agencies from these requirements

Scheduled for voter approval at the general election on November 8, 2016, with ballot language asking: "Shall the Constitution of the State be amended to require a public hearing and a two-thirds vote of the General Assembly to authorize any sale, transfer or disposition of state-owned or state-controlled real property or interest in real property?"
