Establishes that joint rules for the May 2016 special session shall follow the 2016 regular session rules, except as amended by this resolution.

Only bills and substantive resolutions specified in the Resolution Convening the General Assembly in Special Session (commencing not earlier than 12:01 a.m. on May 5, 2016) shall be received.

Requires bills and resolutions to be prepared by the Legislative Commissioners' Office and signed by the Speaker and President Pro Tempore before distribution to chamber clerks.

Mandates that bills amending statutes must set forth the full section or subsection being amended, with omitted matter shown by brackets or strikethrough and new matter indicated by capitalization or underscoring.

Requires roll call votes on all bills and substantive resolutions, and mandates that all bills and substantive resolutions must be accompanied by a fiscal note before being acted upon.
