Convenes a special session of the Connecticut General Assembly beginning not earlier than 10:00 a.m. on September 29, 2016, and ending on or before midnight October 15, 2016

Authorizes consideration of bills prohibiting state participation in a mileage tax pilot program and prohibiting implementation of any state mileage tax

Authorizes consideration of bills prohibiting rail and bus fare increases without prior legislative approval

Authorizes consideration of bills implementing pension reforms from Senate Bill 1301 of the 2011 regular session, including prohibition on new longevity payments and elimination of longevity payments and overtime from pension calculations

Authorizes consideration of bills creating a bipartisan State Bond Cap Commission to recommend annual caps on state bond allocations, creating a Transportation Oversight Board, and requiring legislative approval of all state employee contracts
