Connecticut Senate urges the U.S. Senate to conduct confirmation hearings and vote on President Obama's nominee, Merrick Garland, Chief Judge of the U.S. Court of Appeals for the D.C. Circuit, to fill the Supreme Court vacancy created by Justice Antonin Scalia's death on February 13, 2016.

Resolution argues that an eight-Justice Court may produce deadlocked decisions and uncertain law on important cases, including Harris v. Arizona Independent Redistricting Commission (electoral reapportionment), Whole Women's Health v. Hellerstedt and Zubik v. Burwell (reproductive rights), and Shew v. Malloy (Connecticut gun control legislation).

Asserts that the President's constitutional authority to nominate and the Senate's duty to provide advice and consent should not be overridden by Senate leadership's decision to withhold hearings until after the 2016 presidential election.

Directs the Connecticut Senate clerk to transmit the resolution to the President, Vice President, President Pro Tempore, Majority Leader, and Minority Leader of the U.S. Senate.
