Establishes Senate rules for the May Special Session 2016, using 2016 regular session rules as the baseline with specified amendments.

Strikes Rules 7, 9, 13, 17, and 18 entirely.

Replaces Rule 19 with simplified order of business: reception of Governor communications, introduction of bills and resolutions, reception of House business, and introduction of guests.

Replaces Rule 29 with ten allowable motions during debate (adjourn, recess, previous question, close debate, pass temporarily, pass retain, postpone to certain time, divide question, amend, postpone indefinitely) in specified order of precedence.

Restricts bills and resolutions to those specified in Joint Rules for the Special Session, including only bills certified under Joint Rules and resolutions regarding Senate rules, journal printing, and Special Session expenses.
