Establishes that Senate rules for the June 20 reconvened session of 2016 shall be the same as the regular 2016 session rules, except as modified by this resolution.

Amends Rule 8 to require the clerk to keep a journal of Senate proceedings with a daily record of activities.

Amends Rule 9 to require the clerk to maintain a calendar recording Governor-disapproved bills and House-sent bills and joint resolutions.

Modifies Rule 19 to establish the order of business including reception of gubernatorial communications, introduction of resolutions and bills, House business, calendar items, and guest introductions.

Restricts substantive resolutions to those concerning joint rule 33, session rules, printing of journals, and session expenses, while allowing motions to adjourn, recess, close debate, postpone, and related parliamentary procedures.
