Establishes that Senate rules for the September 2016 special session shall be the same as the 2016 regular session rules, except as amended by this resolution.

Removes Rules 7, 9, 13, 17, and 18 from the regular session rules.

Replaces Rule 19 to establish a simplified order of business: reception of Governor communications, introduction of bills and resolutions, reception of House business, and introduction of guests.

Replaces Rule 29 to specify ten allowable motions during debate (adjourn, recess, previous question, close debate, pass temporarily, pass retain, postpone, divide question, amend, postpone indefinitely) with established precedence.

Adds Rule 37 limiting bills and resolutions considered during the special session to those specified in the Joint Rules and pertaining to special session rules, journal printing, or session expenses.
