Amends section 2-33a of the general statutes to define "increase in personal income" as the compound annual growth rate of personal income over the preceding five calendar years, using United States Bureau of Economic Analysis data.

Defines "increase in inflation" as the change in the consumer price index for urban consumers (excluding food and energy) during the preceding calendar year on a December-over-December basis, using United States Bureau of Labor Statistics data.

Defines "general budget expenditures" as appropriations authorized by public or special act, capped annually at the greater of either the personal income growth rate or inflation rate from the previous year.

Excludes from general budget expenditures: bond and debt service payments, section 4-30a expenditures, federal funds granted to the state, and federal mandate or court order implementation costs (in their first fiscal year of authorization).

Defines "federal mandates" as programs or services requiring state participation to meet federal entitlement criteria for reimbursement, excluding optional program components under federal law.
