Commissioner of Consumer Protection must adopt regulations by July 1, 2018 allowing pharmacies to accept and dispose of unused prescription drugs, starting with not more than 50 retail locations in the first year and 50 additional locations annually thereafter.

Regulations must comply with federal law regarding acceptance and disposal of prescription drugs at pharmacies.

Regulations must establish a tracking and monitoring system, security requirements for stored drugs, and specify designated locations within pharmacies for drug acceptance and storage.

Commissioner, in consultation with the Commissioner of Energy and Environmental Protection, must establish a secure removal and destruction process for unused prescription drugs, with optional agreements with law enforcement authorities.
