Amends section 9-192a of the general statutes to require training procedures for registrars of voters on distinguishing between motor vehicle operator's licenses that are acceptable for voting and those that are not.

Mandates development of suitable training materials to accompany the procedures for registrar education.

Requires presentation of training procedures and materials at each conference called by the Secretary of State for discussing election laws.

Aims to prevent impermissible use of certain forms of identification for voting purposes and promote election transparency.
