Designates that registrars of voters must choose a location for election day voter registration, or if they cannot agree, the town clerk makes the designation.

Requires registrars of voters to have access to the state-wide centralized voter registration system at the designated election day registration location.

Allows registrars to appoint election officials to assist with election day registration and delegate responsibilities to those officials, with registrars providing supervision and training.

Permits students to submit current photo identification from their institution of higher education instead of standard identification, and allows students to use institution registration or fee statements as proof of residential address.

Takes effect upon passage and amends sections 9-19j(c) and (d) of the general statutes.
