Requires the council to work with the Labor Department and utilize existing data networks to produce periodic reports on employment status, job retention, and earnings of higher education students before enrollment and after completion.

Reports must be sortable by student age and cover students enrolled in both academic and noncredit vocational courses and programs at constituent units.

Mandates development of an annual affordability index for public higher education based on statewide median family income.

Requires reports to be made accessible on an Internet website in aggregate form with guidance from the Planning Commission for Higher Education.

Effective date: October 1, 2017.
