Establishes a revolving loan fund dedicated to anti-blight and hoarding remediation initiatives targeting seniors, veterans, and low-income communities.

Creates fund by allocating one-half of one percent (0.5%) of proceeds from sales of state-owned property to the fund.

Includes property acquired from State Police seizures as an additional revenue source for the fund.

Fund is to be created and maintained through these ongoing allocation mechanisms to support remediation efforts.
