Allows persons to satisfy automobile insurance identification card requirements by displaying an electronic image on a cellular phone or other electronic device instead of presenting a physical card to the commissioner or law enforcement officer.

Prohibits the commissioner or law enforcement officer from viewing any content on the phone or electronic device other than the insurance identification card when such electronic display is presented.

Clarifies that presentation of a false or fraudulent insurance identification card constitutes a false statement under sections 14-12c, 14-213b, 14-217, and 38a-364.

Requires the commissioner to forward prima facie evidence of violations of this section to an appropriate prosecuting official of Connecticut.

Takes effect October 1, 2017, and amends Section 14-12b of the general statutes.
