Requires the Connecticut Health Insurance Exchange board of directors to submit quarterly reports to legislative committees on health insurance enrollment and coverage data, effective July 1, 2017.

Mandates reports include enrollment numbers for individuals at 133-200% of federal poverty level, continuous enrollment rates, transitions to Medicaid, coverage gaps, state costs, and second-lowest silver plan premiums.

Adds new reporting requirements starting after July 1, 2017 including quarterly Medicaid and qualified health plan enrollments, prior insurance status, federal subsidy information, and data privacy protection metrics.

Requires the first annual report each year to include end-of-year enrollment numbers and automatic reenrollment counts for the 133-200% poverty level population, excluding Medicaid recipients.

Effective date of July 1, 2017 for amendments to Connecticut General Statutes Section 38a-1092.
