Repeals and replaces Section 31-58 of the general statutes effective October 1, 2017, amending Connecticut's minimum fair wage provisions.

Establishes minimum wage of $10.10 per hour effective January 1, 2017, or federal minimum wage plus one-half of one percent, whichever is greater.

Changes the age threshold for reduced learner/beginner wage rates from eighteen to nineteen years old.

Increases the hours requirement for reduced wage eligibility from two hundred hours to one thousand hours of employment for workers under nineteen years old.

Requires automatic wage adjustments whenever the federal minimum wage increases, raising Connecticut's minimum to the federal rate plus one-half of one percent.
