Establishes a task force to study methods for preventing mortgage issuance to persons with excessive blight fines or those who violated nuisance abatement laws

Task force composed of 8 members appointed by legislative leaders: 2 each by House Speaker and Senate President pro tempore, plus 1 each from House and Senate majority and minority leaders

All task force appointments must be made within 30 days of the effective date, with the first meeting scheduled no later than 60 days after passage

Administrative support provided by the joint standing committee having cognizance of banking matters

Task force must submit findings and recommendations to the joint standing committee on banking by July 1, 2018, and terminates upon submission or that date, whichever is later
